There the abandonment of the jarl will take place.

Speak with Vili
Go to the watchtower in Hemthorpe to talk to Vili.
The Raven’s Clan prepared a special gift for Hemming - a wonderful shield.
Find the entrance of Peak Cavern
The entrance to the cave is located east of Hemthorpe.
Go inside and look for the exile Vili spoke about.
You will find the man called Hermit at the very end of an underground complex.
When you talk to him and ask him for help, the exile will have you stacking stones.
