He is stuck in the building where he had previously lured NAR soldiers.
You will find it in the place marked on the map below[1].
The only one left will be a man patrolling the corridor of the building.
However, you might easily deal with him - just wait until he turns his back at you.
you might go inside and take the mask.
Mikhail is in the building next to it.
To get there, you’re gonna wanna use the side entrance to the top.
After you are knocked down by it, go to the next openroom - Mikhail is there.
If you choose to do so, you will unlock the achievement Dark Tourist achievement.
