You get this mission from Oliver.

You have to head to Kopachi.
After that, pick up a piece of document lying on the table in the house.
On the way, you will encounter another group of soldiers.
Your target is in the bunker.
You won’t encounter enemies here.
At some point, you will reach the room with a safe containing the documents you are looking for.
Take the documents to complete the mission.
