To unlock the option to craft theBuzzsawweapon you have to complete an NCPD Scanner Hustle - Organised Crime.
During the hustle you have to collect the blueprint allowing you to craft the weapon.
Remember that you might only craft the weapon if you have the Edgerunner Artisan perk in the crafting tree.
