Who is Evrart?
You need access to the inner part of the harbor.
There are 2 main ways to do this and we have described both paths below.
In this area there is one of the entrances to the northern residential building.
Walk a bit east tofind a door hidden behind a pile of eternite as shown in the picture.
To unlock the passage, you need topass the Perception skill check.
This will allow you to go inside and use the ladder to get to the roof.
Move to the square north roof.
On the left, you’ll find a theRCM patrol cloak hanging on the railing.
Interacting with the cloak will enable you to take theSavoir Faire skill check.
Passing it will allow Harry to jump off the roof and land on the western footbridge.
you could take the RCM patrol cloak with you and wear it.
If you’re worried that the check may fail, save the game and then reload, if necessary.
You must reach the balcony above the entrance to the harbor(north-east of Whirling-In-Rags).
Once you reach the protesting workers, use the left stairs.
Reach the place, as shown in the screenshot, where a black man is staying - this isMeasurehead.
The screenshot shows the location of the entrance; it is to the west of Measurehead.
Reach the red container the same way you would if you jumped off the roof.
