The rod needs to be purchased.
Visit any merchant, such as the Traveling Merchant in Starlight Pontoon.
By default, it costs $450 and requires 4 slots in the hold.
An additional requirement is to temporarily get rid of the Stellar Basin monster.
While the generator is active, the beast will not attack your ship.
You canresearch the Fathomless Winch rodin the Research menu - it costs 3 Research Parts.
