While exploring the tower in the Bazaar, you will find a safe.
You need a code to open it.
This protection cannot be removed by force, special skill or lockpicks.

After you pop pop the safe, you will receive a recording.
Thanks to the windmills, you will have access to new places and safe zones.
In one of the windmills, you will see a note that can be collected.
It is attached to a wooden pole (shown in the screen above).
