To get this recording you must fly to one of the skyscraper floors.
The easiest way of getting there is to use the paraglider.
Using your paraglider you should easily reach the broken windows underneath the neon sign.
Just approach the desk, grab the recording and jump out the window.
This will let you skip the encounter.
