you’re free to go there straight away or visit Thameshaven first.
Start near theTrain Crashlocation, i.e.
Only after passing the church and nearby residential buildings,turn south-east.
Enemies occupy the left multi-story parking lot.
It’s required though to advance in the Vagabonds related quest.

More fighting is taking place inside the building.
Use melee weapons (e.g.
the knife you received from Sebastian) or a firearm suitable for close-range combat.
