Vandalize Maria’s propaganda billboards
Start traveling around the city (on foot or by car).
It’s a good idea to holster your weapon to avoid alarming any enemies along the way.
Look around for Maria’s billboards - an example is shown in the screenshot above.

Plant the leaflet bombs
During this mission objective, you should probably search for shiny trash cans.
By interacting with them, you will place the leaflets inside.
you’re gonna wanna prepare3 leaflet bombs.
You will have to climb more ladders to achieve this.
An enemy helicopter may be flying around the area.
Start carefully walking up the crane boom to reach the next banners.
You will have to hold down the interact button next to each banner to swap it out.
A cut-scene depicting Maria’s failed speech will play and the operation will be complete.
