To complete this operation, you must travel toBalacerasin theValle De Oromain region.
Specifically, you will need to investigate the abandonedFort Balaceras.
Walk around it to locate the vines from the screenshot that you will need to climb on.
Above, in addition to the corpse, you will find theScrawled Notemarked on the screenshot.

Secure the camp
Defeating the soldiers shouldn’t be too problematic.
you could also choose how to deal with this situation - either through stealth or direct combat.
