The first photo requires a visit to the pumping station building adjacent to the lake.
You will find a valve in it and you must interact with it.
You will find a pile of bodies that lay at the bottom.
You will find a corpse in one of the cages and it should be photographed.
Look around foran officerin the area - you must assassinate him and use his access card.
Inside the building, locate the stairs leading to the upper balconies.
You will see a cut-scene from the new encounter with the Legends.
