It’s not available during free exploration of the Zeta Halo ring.
You’ll have to defeat a couple of Hunters as well.
To solve this problem you shouldrun past all enemies, not attacking anyone.
It could be problematic on higher difficulties but is certainly doable on Normal or lower.
During your sprint you should use the Grappleshot to launch Master Chief across greater distances.
Keep avoiding all encounters until you reach the energy bridge pictured above.
If this happens you’ll have to restart the entire mission from the pause menu.
In the secret area climb onto the central structure to get the skull.
