Use the Rope Launcheron the pillars to climb them to the top.
This requires a considerable precision.
Remember that you might also use the launcher mid-air.
Of course, you risk falling down.
You should ultimately climb to the shelf shown on picture 1.
After pulling yourself one more time, you will find yourself next to the skull as in picture 2.
