The quest will be unlocked after completing the main missionFire and Vice.
When you get a message from Poppy, meet her in Hogsmeade.
Hide behind the collapsed walls and wait out the next dragon attacks.
Go through the next hall and avoid the dragon’s attacks for the last time.
This time, she will shoot 2 waves of fire at you.
