Mount a Nekko and return to the aforementioned building.
A balloon is there, which allows you to climb even higher.
The scannable structure is at the end of the path.
Getting access to it requires Force Lift and Force Slam.
All is left to do is loot the chest -it increases the number of carried Stims.
