The Observation Deck is part of theMountain Observatory region on the planet Koboh.
You will reach the Observation Deck by passing through theDiagnostics Corridor.
To collect both collectibles in this location, it is better to start from the Diagnostics Corridor meditation point.
After climbing the grid, run to the right.

Deal with them and approach the structure marked in the screenshots above.
