You will find the last Echoe just before the boss fight.
After exploring the Bastille, where you walk around thewalls, you will head to thetower.
At the bottom,near the second pair of stairs,you have to unlock the door.
Then go through the room with a Master-at-Arms and smash the wall.
Go through the hole to find the Echoe.
