Chloe will get attacked (a scripted action) and captured by a relatively resistant opponent.

Then go up the street (you will be attacked by a few more enemeis).
Go through them and you will get to a place with a closed gate.
A truck with new opponents will appear at the end of the street.
Inside the building, you have to go up the stairs - this will trigger a cut-scene.
When this is over, you will be forced to run.
You have to keep the analog stick tilted down and jump over obstacles (the camera turns automatically).
When you run into a truck, the situation will become more complicated.
You have to run into the alley on the left.
Run, grab and swing on the bar and then jump towards the wall with bricks.
Now just run along the path and jump down to the streets below to complete the chapter.
